How to read the Atlas
Warmth is not a marketing claim. It is the sum of staff training, neighborhood texture, legal context, and the reports of members who have arrived, settled, and come home. We rate cities for the consistency of that reception — not for novelty.
For cities with restrictive legal context, we name it plainly and recommend the hotels, guides, and rhythms that have nonetheless served our circle for years.
